As we begin work on our annual budgeting processes, whether at the local church level or at the denominational level, the Governing Board wants to ensure that every leader is aware of a change being made in the tithe assessment for 2012. After much discussion, discernment and prayer, the Governing Board has made the decision to keep the Tithe Assessment Rate at 12.5% for an additional year rather than drop it to the 12% rate. While this was not a decision we came to quickly or easily, it is a necessary one in order to ensure that MCC can continue to develop and roll out the appropriate resources to our local congregations and support the mission of MCC. The Governing Board is able to make this decision under the MCC Bylaws, which state that the Governing Board is empowered to act on behalf of the General Conference between Conferences.

The Governing Board wants to share our rationale behind this decision to more fully assist local congregations in understanding what their faithfulness at the 12.5% has yielded this year and why we need to have it remain at the same level for an additional year:

The weak global economy continues to impact MCC, as well as our local congregations. At a denominational level, actual tithe assessment dollars received from our local churches have steadily declined. In 2008, total tithe income was almost $2.6M; we are on track to finish 2011 at approximately $1.7M, a decline of 35% year over year. On a positive note, while pure dollars are down significantly, MCC churches have responded affirmatively in 2011 to the request for timely remittance of tithe assessment dollars to the denomination, and for that, we thank God and you.

At a denominational level, we have continued to manage our expenses aggressively and have cut denominational staff by 1/3 since 2008 while continuing to have a wonderfully dedicated staff, who after taking significant pay and benefit cuts, continue to develop and roll out meaningful resources and programs to local congregations.

In addition to their regular responsibilities, the Senior Leadership Team has produced many outstanding resources for use by local congregations. The Size, Programming and Stewardship Summits (as well as the soon-to-be-released Worship Summit) have received overwhelmingly positive feedback as we continue to enable, empower and equip our local congregations to meet their challenges. The denomination has rolled out Leadership programs at various levels, including our first-ever Network Leaders training, continuing the Leadership Mentoring Retreats and the new Laity Empowered for Active Discipleship (L.E.A.D.) Program, which held its first retreat in August with outstanding results. Work has already begun with our young adults to bring forth the next generation of MCC leaders. The first-ever MCC Leadership Mentoring Retreat designed for Young Adults will be held at the end of October. The International Task Force continues their work in developing a comprehensive Global plan to be presented at the 2013 General Conference. The Office of Formation and Leadership Development continues to roll out new educational opportunities for clergy and laity. These types of outstanding programs and opportunities can not be done without adequate funding.

The Governing Board, along with our Senior Leadership Team, continues to “live within our means” and not spend more money than we have available. In 2010, we ended the year “in the black” for the first time in recent history. We are on-track to repeat that in 2011, due in large part to the severe cost-cutting measures we have taken.

The Governing Board is laser-focused on developing other sustainable income streams, as well as grants, so that we can move away from total dependence on tithe assessments. However, it will take time to get there, and to continue our forward momentum, the 12.5% tithe assessment needs to remain in place for another year. Many of our churches have already indicated that they would continue at 12.5% or higher next year, and for that we are very grateful!

Please be assured that this decision was not made lightly by the Governing Board. We recognize and appreciate that these are difficult financial times for everyone, but we would not have made this change if we did not feel that keeping the extra 0.5% would yield significant longer-term benefits to our local churches. At 43 years old, MCC is continuing to mature as a denomination and continues its forward momentum. We need to have the funds to do our important work around the world. We can not do that without you and your support!

Over the coming weeks, the Governing Board will be setting up conference calls where we can have open and frank discussions regarding this decision since your voice is an important one. Please take time to join us for these calls.

May God continue to bless each of you and your congregations abundantly.

Report from the Governing Board face-to-face meeting, March 2011.

Governing Board Communications
to MCC March 2011

MCC’s new Governing Board met face to face for the second time March 3 through 7 at DaySpring Retreat Center near Sarasota Florida. This meeting was characterized by a sense of confidence in this new structure, and excitement about MCC’s “maturing” organizationally.

With a powerful sense of renewal and commitment to “Tearing Down Walls and Building Up Hope”, we did the following:

Strategic Review and planning: The Governing Board had a lively discussion about MCC’s future, and established a short term Strategic planning process and committee, including members of the Senior Leadership Team (SLT) and members at Large to bring back a draft to our August joint meeting with the SLT.

Open Questions: we challenged ourselves to a deeper engagement with each other, and MCCer’s on improving global participation (we are thrilled about our newly appointed International Task Force!); young adult participation at all levels of MCC; and growing our organization in all ways, including financially.

Finances and Budget development: We passed the remainder of the 2011 budget, did a lot of work on financial policy and investment policy. The board is pleased with the success, even in this economy, of achieving financial health and stability. We approved an operating reserve, a million dollar minimum balance in our investments, and established the 2011 Audit Committee. All financial policies are now housed in our new Policy Handbook, with will be online soon.

We spent a day with our Development Director, making the case for MCC’s future development needs. The Governing Board is engaged in donor development and in the support for resourcing of local church Stewardship as part of our long term plan…

We met with the Chair of the Board of Pensions, U.S., Devon Avery, and clarified the relationship between our two boards, the lines of accountability and reporting, and were excited to hear of their progress as well.

Governing Board members took turns offering worship and prayer, and Rev. Candace Shultis preached for us on Transfiguration Sunday.

We invited MCCer’s Ann Vassilaros and Fran Solitro to dine with us on Sunday evening, and formally thanked them for their generous contributions to MCC, with a tribute in our minutes.

Below you will find 4 lists, each of which spotlights a particular aspect of Leadership in Stewardship for the month of January 2011.

* Participation in Early Contributions — featuring churches who have discharged their tithe obligations by participating in “pay as you go” contributions and/or whose tithe remittances are verifiably deposited into MCC denominational accounts prior to the stated due date;
* Total Tithe Amount — based on the total Base Tithe and Generous in Faith contributions of local churches within broad attendance groupings;
* Per Capita Giving — based on the ratio of reporting churches’ tithable (after exemptions) income and total attendance for the month; and
* Gains in Attendance — listing churches across the denomination whose January 2011 average weekly attendance increased by 10% or more as compared to January of 2010.

These lists are prepared from deposit records and data supplied by churches in the monthly reports they have submitted to the administrative offices in Abilene, Texas (USA). For your church to be eligible for inclusion in these lists, your report and payment(s) must be dated on or before the 10th of the month and received on or before the 20th of the month, as part of our covenant of ministry.

I am pleased to share these “Leadership in Stewardship” lists for January.
Grace and peace,

The MCC Governing Board announces the appointments to our International Task Force!

Released 21 February 2011

Today, in the beginning of the second decade of the 21st century, our communities are emerging, thriving and being tested all over the world. Even with our American roots, MCC’s passion as “The Human Rights Church” does translate into many cultures and contexts.

MCC has had a vision of being global since our early days. In faith, we discerned that the message God gave Rev. Troy Perry was not meant only for a few churches in urban areas in North America. Over the years, our ministry has expanded to include more than 30 countries, with contacts in many dozen more.

When the Strategic Review Team reviewed MCC’s structure in 2009 and 2010, it was aware that the question of our international structure was beyond their capacity and scope. One of their most important recommendations, which the General Conference in Acapulco passed, was to take the time and spend the resources to gather a truly global task force to engage the issues of MCC’s global ministry and future. The seed for the International Task Force was planted.

Understanding the importance and urgency of our global ministry the new governing board took action and developed the necessary elements to put in place the process for the creation of this task force trough an open application process.

49 applications were received from individuals interested in serving on the International Task Force. From this group, the resumes were reviewed and 21 individuals were selected to be interviewed.
The coordinators and interview teams were tremendously impressed with the amazing gifts and skills of all of the applicants. The International Task Force was conceived to consist of twelve members and the selection from those interviewed was extremely difficult. The selection was made not only on the gifts and skills of the individual applicants, but consideration included attention to global representation and diversity.

Over the next three years, the International Task Force will meet with the Moderator, a consultant and a member of the governing board to identify and propose changes that are needed to strengthen our global ministry; and to constructively deal with key ecclesiastical organizational and cultural barriers to growth, with authenticity and sustainability.

The International Task Force shall be encouraged to do its work freely and responsibly; to research, ask questions and discuss ideas and bring them forward as seems appropriate to them, with the support of MCC leadership and staff.

This task force will pay special attention to the needs of local churches in a global context, and the special connection between doing justice and growing our churches and denomination. Recommendations from the Task Force will be presented to the Governing Board, who will review them and bring a final proposal to the General Conference in Chicago 2013.

We very much appreciate the desire and willingness to serve of all the applicants and ask that you keep in your prayers the members of this International Task Force as they develop their work.
